What Does a Full Car Park Refurbishment Involve?

A full car park refurbishment is four jobs rather than one — cleaning, preparation, coating and marking — and the thing that decides whether the result lasts five years or eighteen months is not the products chosen but the order they are done in and who is accountable for the whole sequence.

Most sites arrive at it the same way. The markings have faded to the point where bays are being guessed at, there is a patch by the entrance that has been touched up twice, and someone has asked whether the whole thing should just be redone properly. The answer is usually yes, and the useful question underneath it is what "properly" actually means.

"Can't we just repaint the bays?"

Sometimes, and where the surface is sound and the layout still works, a straightforward remark is the right answer and we will say so. A refurbishment is what you need when the surface itself has stopped supporting the markings, when the layout no longer matches how the site is used, or when the last three cheap fixes have each lasted less than the one before.

It starts with a survey, not a price.

A number produced from a satellite image and a bay count is a guess. What a survey establishes is the condition of what is already there, which is what governs everything that follows.

  • The substrate. Tarmac or concrete, its age, and whether the failures are surface-level or structural. Cracking that runs through a slab is a different trade from cracking in a coating, and it is worth knowing which one you have before anyone quotes.
  • What is already on the floor. Old thermoplastic, previous coatings, tyre rubber, oil, moss and diesel contamination each need a different removal method.
  • Moisture, where a coating is proposed. A slab that transmits moisture from below will blister a coating regardless of how good the coating is, so it is measured rather than assumed.
  • How the site is used. Traffic type and volume, turning areas, HGV movements, pedestrian routes, operating hours and when the site can realistically be worked on.
  • Where the layout is failing. Bay widths that no longer suit the vehicles using them, accessible bays in the wrong place or below the right dimensions, fire routes that have been parked across for years.

That survey is what turns a refurbishment from a repaint into a specification.

Cleaning, which is not the same as sweeping.

Cleaning is the stage most often cut, and the one that most reliably takes the finish down with it. Coatings and markings bond to the surface, not to what is sitting on it, so anything left behind becomes the weak layer.

On an external car park that generally means mechanical sweeping followed by pressure washing, with degreasing where oil has soaked into the surface around parking bays and delivery areas. Internally it means removing tyre rubber, rubber marks from pallet trucks and any residue from the site's own cleaning regime, which can leave a film that nothing will key to. Drying time after washing is part of the programme rather than an afterthought.

Preparation, which is where the durability comes from.

Preparation is the mechanical opening up of the surface so that what goes on next has something to grip. It is the least visible part of the job and the one that most determines the outcome.

  • Shot blasting is the usual method on both concrete and tarmac. Steel shot is fired at the surface and recovered along with the removed material, so it profiles the floor and takes off contamination in a single pass with the dust captured rather than released.
  • Grinding and scarifying handle heavier build-ups, high spots and stubborn coatings.
  • Old markings are removed rather than covered. Marking over the top of a previous layout leaves ghost lines that tell drivers to park where you no longer want them, and the old material carries its own failure into the new work.
  • Cracks and spalled areas are made good with an appropriate repair mortar so the new surface is continuous.

Where the substrate has failed structurally rather than superficially — a slab that has broken up, a tarmac surface past patching — that is resurfacing work and a separate trade. We would rather identify it at survey and tell you than coat over it and watch it come back through.

Coating, where the site needs one.

Not every car park is coated, and it is worth being even-handed about when it earns its cost. An external surface car park in reasonable condition often needs preparation and marking rather than a full coating. A deck, a basement, a heavily trafficked entrance ramp or an internal floor is a different case, where a coating protects the substrate, controls dust and gives you a surface that can be cleaned.

The specification follows the use rather than a catalogue. Epoxy gives hardness and chemical resistance and suits internal floors with forklift traffic. Polyurethane brings flexibility and better resistance to temperature movement and UV. Anti-slip aggregate is specified to the wet condition rather than the dry one on ramps and pedestrian routes, and slip resistance is measurable — a pendulum test gives a PTV rather than an opinion. Coloured surfacing is used to separate pedestrian routes, cycle provision or bays that need to stand out.

Cure times are a fact of the chemistry and vary with product, temperature and humidity. They get built into the programme honestly, as typical ranges with the conditions stated, rather than promised as a fixed reopening time.

Marking, and the chance to fix the layout.

The markings go on last, and a refurbishment is the one moment when changing the layout costs nothing extra, because the floor is already clear.

  • Bay dimensions can be revisited against how the site is actually used, including whether family or oversized bays would relieve pressure elsewhere.
  • Accessible bays can be brought to the right number, size and position, with the hatched transfer zones and the route to the entrance treated as part of the provision.
  • EV charging bays can be marked and sited while the layout is being set rather than squeezed in later.
  • Fire routes, keep clear areas and loading bays can be re-established where years of informal parking have eroded them.
  • Pedestrian routes, crossings and directional arrows can be set on the lines people actually walk and drive rather than the ones the original drawing assumed.

Materials follow the surface and the traffic. Thermoplastic is the durable choice on tarmac, MMA suits concrete and demanding areas where adhesion and fast cure matter, and paint has its place on internal floors and where a layout is being trialled before it is committed to.

Sequencing, and keeping the site open.

Very few sites can close entirely, so the programme is usually built in phases — a section at a time, with traffic management moving ahead of the works and bays handed back as they cure. Weather governs the external stages, night and out-of-hours working is used where the site demands it, and the sequence is planned around your shifts, deliveries and trading hours rather than around ours.

Why one team for the whole sequence matters.

Split the four stages across four contractors and every interface becomes an argument. If a coating lifts, the coating contractor points at the preparation, the preparation contractor points at the cleaning, and you are left holding a floor nobody owns. It also tends to cost more, because each trade prices its own mobilisation, its own traffic management and its own risk.

What to ask for in a quote.

Comparing refurbishment quotes is difficult unless they are broken down, so ask for the detail that makes them comparable.

  • The preparation method, stated specifically rather than as "prepare surface".
  • Whether existing markings are being removed or overmarked.
  • The coating system by product and number of coats, not just a colour.
  • The marking material, and why it was chosen for that surface.
  • Moisture testing, where a coating is proposed.
  • The phasing plan and what access you keep throughout.
  • What is explicitly excluded, structural repair and resurfacing in particular.

Conclusion.

A full car park refurbishment is a sequence, and its weakest stage sets the life of the whole thing. A well-specified coating over a poorly prepared floor fails at the preparation. Excellent markings on an unsound surface fail with the surface. The money is best spent making sure each stage is done in the right order, by people who are answerable for the one before it.
